Well ok, fair enough. But if my math is correct, 70 billion equates to approximately $2700 worth of food per head (given a population of roughly 26 mil). With that kind of cash, I have to wonder how anybody was allowed to starve.
Somebody's pockets got lined and I doubt if it was just Saddam's Armani's. We'll find out soon enough I suppose.
