The Republican party plays Bait and Switch as it's primary polical startagy - they spent the Clinton administration throwing bogus charge after bogus charge - when the evidence failed to materialize, more charges. The whole purpose was to keep the Democrats off balance and the progressive agenda out of the legislature. Now that the Democrats have been cowed into submission, we have war with Iraq as a dodge to win complete control of the government by distraction from the domestic policy shambles of the Republican agenda.
Wag the Dog, George.
The downside to this stratagy is you eventually become The Boy who Cried Wolf.
