I really think this went on at the hands of a bunch of troops that need to have their buttocks whipped (and in public). Lack of discipline, and very regrettable, but I doubt it represents "policy" of the military over there. Likely an isolated, disgusting incident. They need to be court-martialed, and I agree with you, I don't see how Bush could have prevented it anyways.
