According to a report on NPR, the rules of engagement state that we need:
1.) Permission from the country where the action is to take place - ( the area is where the Yemeni Gov't. is having trouble with Muslim extremists, so we probably had free access).
2.) A Declaration of War against the country of the targeted parties - This changes the action from 'Assasination' to 'Targeted Killing'. It gets a litle murky around this since a declaration of war is made against a Country, as opposed to an Orginization, but the consensus is it would stand up in an international court.
