Why hasn't the US Government stressed that all Americans who are not military leave Iraq? 

After another American beheading, can anyone honestly say that political reasons are not curtailing such a declaration?  In examining the prior declarations for Americans to leave a country, it seems to me that this non-declaration is very suspect.
