Kerry made it perfectly clear what he meant by a "global test" - the first is that of telling the truth to the US and the World.
Kevin, what Eric said above is correct. What Kerry meant by Global Test refers to dialogue with the American people, not asking foreign powers/allies "permission" before engaging in military action; he made that clear at the debate. I wish he would have chosen a better term than Global Test, because true to form, Bush has misconstrued what Kerry said,and is now using his version of what he thought Kerry meant to fire shots back at Kerry, and of course the Bush supporters just swallow it up, just like they did "flip flop". But...it's not what Kerry meant/said when he referred to Global Test. Read the transcript of the debate (available at several sites online), and see for yourself.
