I'm not sure what is meant by "US Corporations named in Iraqi Report : " Am I to infer that these corporations were in bed with Saddam and should have known better not to be?

I don't mind shining a light on wrong doing by U.S. corporations if there was any but I don't want that to take away from Saddam and the understanding that he ultimately is the one in the wrong here.
