That is called Health Care Reform. I agree with you that we some scumbag rules around COBRA. We need to reform the insurance companies rules and regulations and make healthcare affordable again.
Socialized Healthcare is not the solution. It will only compound the problem. Just do an honest evaluation of countries that have it in place like Canada.
