I'm sure it's already happening, and probably to a greater degree than any of us have any idea.  How many IM's get sent every day?  100 million?  200 million?  When the size of the "problem" is fully realized, then you can see why the "solution" is to simply "track" everything and then "data mine."   It's the only way.  And there's not a damn thing you or me or anyone can do about it - it's a reality that probably crosses both parties despite Hillary's outcry.  I don't believe much will change if a Democrat is elected President in the next election - I don't think that the Patriot Act etc will be repealed.  It's here to stay...  and many "civil liberties" have been lost for good.
