Glad you kept that modest - what exactly would quantify as outlandish?

The problem with the testing is it appears so inexact. Not only are there different ways that a drug can show up in a body, I'm not convinced they even have the baseline established. Those cyclists are such elite athletes that of course their bodies are going to outperform normal folks. How can they truly stay on top of what results occur with new training regimens and diet? There are also so many different ingredients in over-the-counter medications that can show up all kinds of ways on blood tests.  

Personally steroid use doesn't bother me a whole lot. We tweak the genetics of our foodstuffs to make them better, so have at it on the human body.  When they come up with a supplement that improves guitar picking every axeman around will be shooting up.
