Icon Off the wall query regarding decoupage

This really is an off-the-wall post…but I figure there are enough creative sorts herein to warrant asking…& search engines haven’t helped much: 

 

I want to decoupage a 15+ year old photograph to a 20 year old polished polyurethane finish and make it look as inlaid as I can without having to sand into the wood and refinish it before applying the photo.  Everything I’ve read about decoupage (something I’ve never attempted but have seen some beautiful examples of the applied technique) suggests that Mod Podge or other water based glazes will not adhere to polyurethane varnish.  My primary questions are:  How should I prepare the surface, what should I use to stick the photo to the surface & then what seal (glaze/resin) would be best? 

The surface I’m working on means a lot to me (it’s my favorite ax)

… and I’d really dig it if I could get it right the first time. 

 

Can anybody offer a good link or some sage advice?
