Realistically, it's  not so much the administration as it is the Department of Defense.  It would be nice, if allegations are proven, that there are consequences (legal action, firings) in the departments charged with oversight. 

I can't imagine George Bush being able to be involved at such a detailed level.

HOWEVER, we can fault Bush for not taking a more aggressive stance as these issues started to become public.  It seems like his idea of loyalty is to the office rather than the Constitution.

It's seems to me that one of his enormous failings as a president has been his inability to put capable people into important positions and also his failure to hold people accountable.  From the Katrina response, to the "reaching out" to the Islamic world, to post-war planning in Iraq, the theme is constant.  And it sure isn't a pretty picture.
