Icon Banking DNA....another question...

Last night I had a long and very bizarre telephone conversation with regards to the government collecting and banking DNA samples from citizens. This came up because my brother has been jailed for 60 days for a traffic violation. He has been informed that they will take a DNA sample before he is released. If he refuses to allow them to do this they claim to have the right to hold him in the house of correction for another 12 months mandatory. At the end of this time they would again ask for a DNA sample at the time of release with refusal costing him another 12 months.

   There is info out there with regard to these policies and the ACLU is very much against this practice. Different states have different approaches to this but the idea seems to be that what they'd like to do and seem to think they have the right to do, is to take a DNA sample from anyone that is arrested for anything. This whole thing seems strange and when you begin to look closer gets even weirder. Anyone know anything about this? The government has been banking DNA for years not just from convicts but also from military personel. The DNA from military person was supposed to be destroyed at the time of discharge but they have altered that to state that they will bank it for 50 years after discharge. Comments would be much appreciated.
