It seems to go along the lines of guilty until proven innocent and until then and even after you have no rights.
What is it you're afraid of by having your DNA on file? I like the idea of having everyone DNA fingerprinted to be used as a tool for criminal apprehension/conviction. I don't feel I'm giving up any civil rights in the least by having my DNA on file. If anything, I'd feel safer for my family and myself knowing that an evil minded person would be less inclined to act out if they knew the chances of being caught were greater.
Are you also against having fingerprints on file? Who are you trying to protect?
