"What if it was Dick Cheney who was diagnosed with this disease?"

I have seen no proof of Kennedy orchestrating anything at all to reduce/eliminate the personal liberties of Americans, dupe the Congress into allowing an invasion of another sovereign country, or allow backroom contracting deals with his business cronies. Kennedy's transgressions are indeed well known and there are a few for which I have no tolerance, but he and Cheney belong in completely different circles of hell. I have my own personal desires about how Cheney should spend the rest of his days, but I will keep that to myself.
