That as a person of color and of a race that has been persecuted in the US for a very long time, I would have thought Condi Rice would have expressed more empathy when it comes to such disgusting treatment, rather than approve it. And to further flesh this out, when it comes to assholes like Cheney, Bush, Rumsfeld and Rove, in other words white, privileged males who have never had to fight or struggle for any goddamned thing in their lives, I certainly do not expect them to have one grain of empathy, but do expect to see it in someone like Condi Rice. If this makes me racist, then so be it, but I think your definition of the word is way off base if you think as such.
