Fifteen years ago Robert Kaplan argued that the way out of the Serbo-Croatian nightmare of 'you
killed my grandfather so now I'm gonna kill your children' was to establish a middle-class: give people
a stake in things- a little piece of land and a job they could count on. (Sort of like here, ha!)
But you get the idea. Disparities of wealth and lack of education and opportunity sets up rich
ground
for exploiting fear and anger.
