It's that very conundrum that has the conglomerate cable/internet providers putting caps on internet usage (AT&T just announced a 2.5GB cap in my area, Comcast already had one) because a fair portion of their base is dropping the highly profitable cable service in order to go internet video only. I haven't followed the topic closely for a few weeks, but as far as I understand, the government hasn't yet determined to intervene in this--likely because AT&T, Comcast, etc. have a decent lobby.
