Some key points from the link (all are very much true):

“The autonomous research universities are not given resources. Academic salaries have also gone down by 46 per cent and inflation stands at 20 per cent."

(But inflation has been more like 25-30% annually for the last several years, according to the weekly table published by The Economist.

As I noted earlier, it isn't really Socialism any more, at least not in the somewhat benign Scandinavian sense. It's a full on Fascist regime that just happens to submit to an election every now and then. Because there is not an equal and independent judiciary (they exist but are puppets), there is no enforcement of key Constitutional protections and curbs against government abuse of power.
