Not sure what is motivating Graham now but right now he is the darling on Fox News. Not too long ago he was siding with Mccain and Trumps whipping boy. A lot of gay rumors have come out on him which he denies, not that it matters but he definitely has done a 180 policy-wise. I think as he has identified he got .0000001% of the Presidential Primary vote and maybe it's time to shift course to remain relevant.
