I believe the report is going to be very ugly for Trump. I do not believe that Mueller will indict the president. I think you are correct that he will leave what happens up to congress.

When Mueller finishes that will not be the end of the investigations into Trump because there are several ongoing.

Mueller can close out his investigation and hand off prosecution to others. So, the end for Mueller does not at all mean the end of issues for Trump.

Realize that Mueller and his team handed off a lot of issues to other prosecutors already. I believe Mueller kept his work to the limited scope of Russian interference in our election. Any other criminal activity he found was given to other prosecutors. That does not go away. I think Trump and his businesses now face years of legal woes.

So, this report is the next step toward impeachment. The Democrats required Mueller finish before they would even consider impeachment.

Pelosi is not stupid. She also has said she won't move forward with impeachment unless the Republicans say they want to do it.

At this point grounds for impeachment have already been met, this is without the Mueller report, but the Democrats will not act until the Mueller report is issued and Republicans show impeachment support.

So, there likely won't be an impeachment process unless they know before they start it that Trump will be impeached.

Now, the argument not to impeach is also popular among some Democrats. Trump is the gift that keeps on giving when it comes to helping elect Democrats so some would like to see him stay and face reelection.

I don't know if this is a good idea. First, with all that is known about Trump at this stage it is dangerous to leave him in the oval office.

He wants to sell nuclear technology to Saudi Arabia, he wants to go to war with Venezuela, he believes Putin over his own intelligence agencies. He attempts daily to betray our allies and align the US with brutal authoritarian regimes. He daily looks to destroy our justice system and he attacks the free press.

He is in no way loyal to this country. He is setting the US up to fail with North Korea, which is harming our relationship with South Korea and Japan...this is intentional on his part.

His declaration of the state of emergency to override Congress is an impeachable abuse of his powers.

So, what will happen?

Well, the heat is about to get even more cranked up on him and it will be in the hands of Congress, as this is why they were given the power to impeach, to act on the situation.

The wild cards that have yet to be played are Michael Cohen's testimony, the possibility that Donald Trump Jr. is indicted (always going to come at the end), and that while Mueller won't indict the president the SDNY might. Plus whatever Roger Stone might say as he is likely also going to cut a deal and turn on Trump.
