Dan it's pretty safe for lots of fans going to games and they are highly policed like you are but these fans find each other out and meet up at times where it is hard to stop them...e.g. city centres...where there are lots of people and trying to maintain order and control is more challenging. Generally now the Police just let them have at it as much as they can allow and film it all and follow up after...
there are certain teams that bring out the hate...Milwall versus..Leeds
...West Ham versus..Chelsea...
Glasgow Rangers...versus anyone in Scotland...especially Celtic or Aberdeen..
Cardiff City...versus Swansea
people know how to avoid the mayhem at these events!!!
