In the aftermath of the civil war, US guns were initially instituted in order to restrict blacks from the ability to protect themselves.
An interesting prospective of DBs reference is that until the Black Panther incidents in California, it was perfectly legal to carry a firearm into a court house. Too, chances are the FBI setup the Panthers using paid informants, i.e., creating a premeditated event.
