Shanghai in the late 1930s and early 1940s had no visa requirements, and as a result, many people who had to leave Germany, etc... found their way there, if only as a last resort. It became for a brief and shining moment the most exciting, cosmopolitan, fascinating city in the world, until WWII began in earnest and mucked everything up.
