The Advisor in question (new product) is Karl Rove - He's also been implicated in the CIA thing as revenge on the husband for speaking out against the regime. - I also read that all her contacts have since been shot.
There is a school of thought out there that Bush was under oath - the Oath of Office, which states:
"I shall faithfully and Truthfully carry out the duties of President of the United States".
Since the State of the Union is a Constitutionally mandated duty of the President, lying during the speech is a direct violation of the Oath of Office, and an indirect violation of the Constitution.
