Vinnie's a working musician, and while busy, can be hired. I think he's on retainer with Sting, or was the last I heard, and he spends a lot of time in Europe these days. I havent seen him in quite a while, but I think Larry Klein still talks to him now and again.
On which comes first, it really kind of depends. I find it's usually easier to structure a song around a lyric, but it can go either way, or they can (rarely) arrive at exactly the same time.
