Not fact. Nothing is written within the acts about these measures, nor was anything written in any document I found on Congress' Web site. Further, there's nothing out there from any credible independent source to back the smallpox/microchip/assets claim up.
The act does, however, reiterate and reinforce the policy on quarantines, which is relatively unchanged from previous deadlings. People with contageous, highly communicable diseases (read: Plague, ebola and others) will be treated with respect, but kept isolated from the general populace. Doctors didn't think to do as much in medeval times and look where it got them. :-)
