Are you sure the name of the group is not "Crack The Sky"? The did a song called "Dog City" in which the main theme was something like dear Mr. President actually hey Mr. President repeated multiple times. I will post the lyrics if you think that might be it.

 John Palumbo was the lead singer and they hail from Baltimore, MD. Great group they also did that catchy little tune "Lost in America".
