Bush probably planned Iraq into his agenda to get done sometime during his presidency, and would have come up with just about anything to justify that decision. It was clearly on his list, especially after what his dad did/didn't get done there. The WMD was a ruse, but he could have played up "freeing " the people of Iraq from their tyrant even moreso if the WMD was not an item, so there would have been a war anyways. The impetus from 9-11 also gave him more fuel.
