Not amateurs Peter. Most of these guys have been around Washington as long as Richard Clarke. Rumsfeld was in the Ford Administration.

These aren't the mistakes of amateurs. These are the results of greedy myopic ideologues who were as Clarke said "preserved in amber" from the Reagan and Bush I administrations. They regained power with an agenda and refused to amend it as the world changed around them.
