"I understand the emotions and the speed with which this bill was passed, but I took the unusual step for a senator and actually read the bill," Feingold said to widespread laughter.
"Three years later, it's become clear that this was nothing more than an old wish list for the FBI that never would have passed on Sept. 10 - or any other time in history for that matter. To me, this is a naked power grab by the government itself."
