Perhaps .... and he's no longer the President. Remember Spain had a history of Basque bombings prior to Madrid. So his conclusions, faulty as they turned out to be, at least had a contextual basis.
Remember the Oklahoma Courthouse bombing was initially blamed on an unknown foreign group instead of our very own home-grown terrorists. Hardly a lie but certainly an erroneous and hasty conclusion.
