Some critically important facts you missed:
1.) John Kerry was driving the bus - and he personally pulled the release handle. Although picnicking on the other side of town, the Veteran Bus Drivers for Truth and Longer Lunch Breaks saw the whole thing.
2.) The people on the river could've avoided getting splashed if they'd had a swifter boat, but our military, thanks to Clinton, has been badly underfunded and lives were put in danger because of it. At the very least, a very nice tennis sweater was ruined.
3.) Bush was on another boat down there (Gail Wynand's yacht, actually) and the people a mile away on the shore all testified that he took heroic action to avoid the shit storm.
It just goes to show that bridges are potentially still vulnerable to terrorist attacks like these. Bush may have not been able to prevent such an attack but at least he would've tried - without waiting for some ineffectively appeasing UN resolution.
