I think EEE mentioned something along that line coming to fruition. It is disturbing, to say the least. I remember in LA in the late 60s and early 70s where the police were able to pull anyone over for probable cause. Whatever they seemed to think was probable at the moment could be used to search you, your car, home, whatever. You might say at the time they were profiling as it seemed the ones targeted were the "hippies."
