after railing on and on about torture chambers and rape rooms Bush is seeking a special exemption so that he may be allowed to build his own little torture and rape franchises around the globe...well really he's just trying to assure the existing ones keep doing a booming business and he's free to expand as he sees fit.

It lays out all the steps you'll need to take and guidelines to follow to assure you operate your chamber in the same way President Bush operates his.
