I love the story about dressing as a dummy. We used to do something similar, but not on halloween. We'd make a dummy, and put it at the base of a small cliff that is on a bend in the road, very visible to drivers going by. When they would stop to check it out (usually freaking out) we'd blast them with water balloons.

Later we abandoned the dummy concept, and went with live actors. One of us would lay on the rocks in a horrible twisted position, then leap up and run off as the good Samaritans approached. There was only one ensuing chase that was even close.
