I believe it is almost solely about oil and creating another sphere of major influence (a la Israel) in that region because of the oil.
We only remove dictators when it is in our interest (economic) to do so, and on the flip side, we put dictators in place, as well as prop them up, when it suits our purpose (Bautista, Pinochet, the Shah of Iran, the Sandinistas, and on, and on, and on). As to your Noreiga reference we put him in power and took him down as it suited our government interests.
There are some awfully brutal dictators in Africa, which we ignore, or half-heartedly mess with, why the different approach, other than oil?
