There is no reason why cell phone signals to and from a moving plane should present any difficulties. 30,000 feet is less than six miles and cell phones work at distances from a tower much greater than six miles.500 mph is a trivial speed compared to the speed of light, which is what radio waves travel at and cell phone signals are merely radio waves. Clearly, radios work very well from moving planes to the ground, otherwise commercial planes, not to mention supersonic jets and spacecraft, could not communicate with ground controls.
