That's less surprising than you might think.  With its large population and very strong economy, not to mention its place as a major petrochemicals producer, I'd expect nothing less.  There are likely to be several such "hot spots" around the world.  Which is not to minimize any need for emissions reductions, but I don't think the result is either strange or scary. 

It reminds me of the anecdote that if California were a country, it would have the 4th largest economy in the world.
