What Kerry said, for you dense, narrow minded, is that a large faction of our military is made up of people who couldn't find a way to educate their way out of the quagmire of poverty and minimum wage because the current "compassionate" elite believe that the only way to save them from drowning is to award them with a medal ( large stone ) of "we don't give a fuck about you and we wish you would just die so we can narrow it down to the people who really matter".
