I'm reading William Shawcross' excellent (and very hard to find) history, "Sideshow: Kissinger, Nixon, and the Destruction of Cambodia" & came across this:
In May 1970, after the illegal bombing and invasion of Cambodia was revealed (and just a few days after the Kent State shootings) a group of Henry Kissinger's former Harvard colleagues came to confront him, and the Nixon Administration's rationale for the invasion, at the White House.
"We're a group of people who have completely lost confidence in the ability of the White House to conduct our foreign policy", said Thomas Schelling.
"They pointed out that the invasion could be used by anyone else in the world as a precedent for invading another country in order, for example, to clear out terrorists".
