I'm not sure I understand what your point is, nor the point of the website. Veterans have the same legal rights as all citizens.  No less, and a bunch more if anything.  If they are denied benefits, there are reasons and they can always refile their claims.  The VA does not have a tacet policy as to who does, or who does not get benefits. All claims are done on an individual basis.  All Veterans who file a claim are processed from time of filing to completion within 30 days (that is policy).  The decision rests with the Regional Office.  There are no limits to refiling if the Veteran disagrees with the Board's decision.  Not all claims for Service Connection are substantiated, so some are not rewarded, but all claims are taken seriously, researched and presented to the Claims Board.
