One problem with the proposal:  the UN member states would likely not authorize peacekeepers to solve what was essentially a US debacle.  And even if they did go in, you know that they'd be utterly ineffective.  This is the problem from the beginning.  Had the international community had the stones to do something about Saddam earlier, US action would have neither been necessary nor politically feasible.
