Bush's popularity has been low for more than a year.  Had he wanted a boost, a better time to stage such would have been before the mid-terms. 

And of course gas prices are going higher again.  Supply is down (and futures are up)  due to issues in Nigeria and Venezuela, plus we are entering the high-consumption summer season. 

Besides, I'd argue that sustained higher gas prices are good for the USA.  Only with sustained higher prices will we see the political will to really push toward alternative fuels and higher efficiency vehicles.
