Yeah, that's whats known as a Brainstem Prep....the lower centers still work when the cortex is dead,
and so the vegetative and muscular functions, including vocalization can still occur. In Bush's case,
this has been going on since around day ONE. Somebody should publish it: "Man Lives Cortically Dead
for 8 YEARS".
