I think it's up to the coalition to decide who rebuilds Iraq. We all know many companies will profit greatly from this endevour but reason Iraq now needs to be rebuilt is the direct result of the blood and money spent by the coalition to free Iraq. France, Germany, and Russia all passed on the invitation to join the coalition. They contributed (or risked) nothing. The only thing they lost were lucrative contracts signed with the previous regime. They made their choices perfectly clear before we went into Iraq.

They didn't want to go then, they shouldn't be allowed to go now.
