Don’t think that would work.  I’ve seen a sudden spam pipeline start as a trickle and become a rust that never sleeps, reeking havoc on a meaningful forum over time.  I’ve never operated a webthingy, but what’s keeping you, Dan, from writing into your Terms Of Service that ANY post determined to be “spam” will be called a TOS violation and cheerfully deleted without fanfare?  Seems very reasonable to me.  But then Ed would have to maximize his citywater intake or do his shopping elsewhere??
