Mining in Montana, in particular coal mining, will certainly be a big issue in years to come. Mineral rights won't be a problem, though. Coal is not a 'locatable' mineral regulated by the 1872 mining law. Coal rights are leased by the federal government, generally by auctions. The state regulates the actual mining and reclamation rules are stringent.Montana coal, by the way, is found in the prairie/badlands eastern half of the state, not in the forested mountainous western half. Nobody looking for a 20 acre holding is likely to go to eastern Montana coal country.
