Russia as a nation is a mosaic. There is the official "government" and then the Mafia which commands
the economic infrastructure. Many of the most powerful and wealthy people there have nothing to do
with Putin or his government and are running their own show. They are buying lots of real estate
here...with cash. In dealing with "Russia", whom exactly are we dealing with?
