China's One Child program has caused some weird social issues, mostly surrounding the number of family members available/able to support older generations. The tendency is for the elderly to live with one of their children, so with One Child there are often 2 sets of parents living with a married couple rather than just one set.There are also well documented incidences of female infanticide due to One Child, as many families preferred to have a male and took extreme measures to eliminate the females.Population reduction would have a world-wide impact for a few generations (at least), as each passing generation will be supporting greater numbers of the elderly. There's also the large ethical issue of "Who gets to have the kids and how many do they get to have?"
